Dimitar Serafimov, aged 29 and of Bellevue Court, Wrexham, was sentenced for using a vehicle without insurance and driving whilst not wearing a seatbelt. The court imposed a £500 fine, £200 victim surcharge, £110 and six penalty points for the offence, but opted not to ban the defendant as it was decided he and his family would "suffer exceptional hardship" if he lost his licence. The court heard he is a self-employed driver delivering food around the city, thus he needs a licence to continue in this work.
