A MAN has been fined and handed penalty points after failing to properly identify the driver of a speeding vehicle.

Negib Hamed, of Constable Road, Sheffield, appeared at Wrexham Magistrates Court on Friday morning.

The 60-year-old admitted failing to give information relating to the identification of a driver when required.

Alan Williams, prosecuting, told the court that the 'trigger offence' giving rise to the proceedings was a speeding matter which took place on February 11 this year on the A494 eastbound between Garden City and Deeside Industrial Park Interchange.

Notice requesting the identity of the driver was sent to a company which was registered as the vehicle's keeper.

That company then nominated another company, which in turn nominated the defendant.

Hamed did respond to the notice, but failed to include some details.

A further attempt to gain the missing details was made, but was unsuccessful.

Defending himself at the hearing, Hamed told the court he agreed with the facts as set out by the prosecutor.

But he added: "I wasn't the driver," to which Mr Williams confirmed an offence of speeding which had initially been charged has now been withdrawn.

Hamed said: "I am guilty of not giving the paperwork in the correct fashion - I am guilty of that."

The Magistrates handed down a £438 fine and ordered the defendant to pay a £175 victim surcharge, as well as £110 costs.

He also received six points on his licence.
