A DANGEROUS sex offender who followed a lone woman in Wrexham before touching her has been put behind bars.

Nkonde Liandisha, of Pen y Bryn in the town, appeared at Mold Crown Court via video link from HMP Berwyn on Wednesday morning.

The 28-year-old had been convicted of sexual assault and a separate offence of using threatening or abusive behaviour.

Ryan Rothwell, prosecuting, told the court that 28-year-old Liandisha had been at a bus stop in Caernarfon, drinking with others, in March this year.

He approached a passing woman and stood immediately behind her, giving her a "crazed glance."

The woman felt threatened, the court heard, and despite being told by others to leave her alone Liandisha grunted "sex with me" at her twice.

Following his arrest and subsequent release, just days later he approached a woman walking in Wrexham during the evening.

She was listening to music in her headphones but became aware that Liandisha was 'uncomfortably close' behind her.

She crossed the road numerous times in an attempt to get rid of him, but he he persisted and eventually asked about borrowing a phone.

When the woman said she didn't have one he began to ask where she lived and whether she had a boyfriend.

He was told to stop following her, with the woman then running - dialling police as she did so.

But Liandisha approached again and grabbed her wrist.

She hit him in the face and screamed but Liandisha pushed her to a walled area and put his arms around her before putting his hands on her bottom, the court heard.

He then ran off, but was arrested outside his address.

Mr Rothwell said the incident had a profound effect on the victim, who felt her mental health and happiness had been impacted.

The court heard both offences came after an incident in which he sexually assaulted another woman in Wrexham last year, for which he was given a community order but ultimately served a custodial sentence of eight months when he breached it.

Judge Niclas Parry said Liandisha was a dangerous man, describing his case as "very worrying."

Duncan Bould, defending, said: "The use of drink and drugs seem to underpin the commission of all of these offences.

"He has caused understandable distress to his victims.

"He is now sober in custody and is thinking much more in a rehabilitative sense. "Unaffected by drugs and alcohol, he has a much more positive outlook on the future."

Judge Parry told the defendant: "The time has come for the public to be given as much protection from you as this court can fairly provide."

He explained the categorisation of his offences warranted starting point of a high level community order under the guidelines, but explained: "This is a case that emphasises guidelines are just guidelines.

"An occasion when the interests of justice and the protection of the public mean the court can consider going beyond the guidelines.

"Your previous conviction, the specific targeting of lone women and the fact you were acting under the influence of drugs on the second offence and drink on the first aggravate the matter.

"The pre-sentence report adds to the worry - it makes clear you have no appreciation that your behaviour is so very wrong.

"You express very little remorse and pose a very high risk of reoffending sexually.

"You also pose a high risk of harm to adult females."

The Judge handed down a sentence of 12 months custody for the sexual assault, and a consecutive four months for the first offence - making a total term of 16 months.

Liandisha was made subject to a 10 year restraining order in respect of both victims.
