The A483 in Wrexham was at standstill amid an "incident".
Both carriageways were closed between Gresford and the Mold Road turn off due to what Traffic Wales described as an "incident".
Eye-witnesses say police were looking over the side of a bridge over Stansty Road.
The carriageway has now been reopened in both directions.
