Emergency services were called to an incident in Shotton on Thursday afternoon.
North Wales Ambulance received a call at 3.22pm to reports of a person 'lying in the road'.
One ambulance was sent to the scene to treat a man at the scene, but the person was not needed to be taken to hospital.
A spokesman for North Wales Police said the incident was not a road collision.
