PLANS to build 10 new homes in a Wrexham village look set to be given the green light.

The proposed development on Park Street in Ruabon, has been recommended for approval by council officers.

It comes despite the Welsh Government temporarily placing the application on hold because of a lack of information on how noise levels will be controlled.

Their concerns relate to the site being located directly above the A483.

However, an update is expected to be made detailing noise mitigation measures.

In a report, Wrexham Council’s head of environment and planning has asked to be given delegated authority to grant permission for the houses once the Welsh Government has lifted its objection.

Lawrence Isted said: “The application site, although is designated open countryside, lies directly adjacent to the settlement limit with the A483 lying directly to the south east of the site.

“In this context, development of the site for 10 dwellings is not considered to represent an undesirable or harmful intrusion into the rural landscape.

“The site’s location directly above a dual carriageway requires noise mitigation.

“The Welsh Government object to the application based on the noise mitigation put forward.

“Their comments made in terms of limited information provided regarding the ventilation is considered could be covered under building regulations.

“Should the noise mitigation be deemed acceptable by the Welsh Government this would be conditioned and reflected in the committee addendum.”

Mr Isted added the houses would result in economic benefits during the construction process.

If approved, permission for the development would be subject to a section 106 agreement requiring £10,000 to be paid to improve the Pont Adam play area.

If the agreement was not met within six months it would be at risk of being refused.

The proposals are set to go before Wrexham Council’s planning committee on Monday. (DEL 5 NOVEMBER 2018).
