PLANS to regenerate a deserted shopping centre by creating more than 50 new apartments have been backed for approval.

In August The Mandale Group submitted proposals to turn offices on the first floor of the largely vacant Henblas Square in Wrexham town centre into 55 apartments.

The multi-million pound development used to be home to several major retailers including TJ Hughes and BHS, The Entertainer and Evans clothing, which have all since left.

Wrexham Council officers have now recommended proposals to build 52 one bedroom and three two bedroom apartments above the shops to be granted despite concerns over a lack of parking.

In a report, the authority's head of environment and planning said the development would be in fitting with its Town Centre Masterplan.

Lawrence Isted said: "The property contains a number of vacant units, including all of the upper floors and so proposals to bring much of this floor space back into positive use are welcomed in accordance with the aspirations of the adopted Wrexham Town Centre Masterplan.

"The main issues to consider relate to the impact upon highway safety, upon the vitality of the town centre, and the amenity afforded to the future occupiers of the development.

"Although there would be no parking provision for the proposed development, the development is in a highly sustainable location within the Wrexham town centre with easy access to public transport modes and is well located for occupiers who do not need to reply of private cars.

"There are also a number of car parks nearby.

"The internal layout proposed is considered acceptable to meet modern standards of living and the development of the site without the provision of on-site parking promotes the use of alternative modes of transport than the car."

The proposals are backed for approval subject to the developers entering into a section 106 agreement with the council to either create affordable housing at the site or make a financial contribution for it to be built elsewhere.

The plans will be debated by councillors at Wrexham's Guildhall on Monday.
