A PLAN to convert a warehouse into a space to store caravans will create “a substantial nuisance for local residents”, a community council said.
An application to convert the use of a building on Owl Holt Industrial Estate, in Sealand, has led to concerns from the community council and county councillor for the area.
According to a report, which will be discussed by Flintshire Council’s planning committee on Wednesday, Sealand Community Council believed the application would be visually intrusive, noise levels would be unacceptable and traffic hazards would be considerable.
Sealand councillor Christine Jones added she felt the application was inappropriate for the site.
In the past four years, the site has been subject to two inconclusive planning appeals over the use of the land for caravan storage, and an Enforcement Notice was also served stating those using the site should “permanently cease the use of the land for the storage of caravans, motorhomes and boats”.
The notice, which came into force in January 2013, also ordered the “removal from the land all caravans, motorhomes and boats and security lighting erected in association with the unlawful change of use”.
Planning officer Alex Walker said: “An enforcement notice was served on the land adjoining the south of the site on April 3, 2012 which prohibits, amongst other things, the storage of caravans.
“However the enforcement notice has no effect on the current application site.
“Planning permission for caravan storage has previously been refused on the land which is the subject of the Enforcement Notice for the reason that it is considered inappropriate development in the green barrier.”
He said notwithstanding this, unlike the site which is the subject of the enforcement notice which had no previous lawful use, the site which is the subject of this application benefits from a certificate of lawful use for business use.
In his report, which recommends the application for approval.
