Traffic Wales Tweeted again at 12.30pm stating that the road is now re-opened but traffic is still tailing back to Caerwys at junction 31.
Motorists travelling eastbound said that traffic is queueing up "five or six miles" along the carriageway.
A spokesman for the Welsh Ambulance Service confirmed that they were called but were not required to attend the scene.
