COUNCIL chiefs are proposing a major shake-up of the Streetscene service.

Under the new plans, which could save the council £250,000 in the next financial year, 35 jobs will be axed and staff will be put on a four day week, working on a shift basis.

The move is part of the council’s aim to save £28 million over the next three years including £10 million next year.

A controversial report outlining the proposals will be put before the council’s environment overview and scrutiny committee on Monday.

Streetscene is responsible for various services including winter maintenance, waste collection and disposal, fleet management, street cleaning and grounds maintenance.

According to the report the current service, which employs 429 people, is severely disjointed.

There are more than 100 different job titles within the service, 10 different contact numbers for the public, it operates from five depots across the county and about 35 per cent of planned maintenance work is carried out by agency staff.

The proposals outline plans to introduce an ‘operative role’ so the entire workforce will be multi-skilled and able to work across all services; introduce a four-day week working 9.25 hours a day, reduce the fleet size and operate from fewer depots.

By introducing shift work bosses intend to reduce overtime payments and it is suggested the proposals could save the council a further £500,000 a year after next year.

The report states: “The proposed Streetscene arrangement will require a flexible multi-skilled workforce capable of working across the service areas providing greater co-ordination and efficiency.

“The arrangement will lower the requirement to employ agency staff and provide additional job security.”

In a bid to make the service more accessible to the public, it is also intended to have one dedicated contact number that will go through to County Hall.

The report states: “Further considerations and consultations are required. However introducing the arrangement will assist in delivering both an improved and more customer focussed service whilst delivering the efficiency saving required from the service.”
