Community Council
THE following items were discussed at the community council meeting held in December:

FOLLOWING a road traffic accident, the street light that was damaged at The Bryn, Old Road, Minera, has been repaired. Wrexham Council’s lighting department has since replaced a crossroads warning sign on the pole and agreed to adopt the light. It will no longer be on the Minera community council inventory.NO further progress has been made in relation to the proposed raised kerb near the Minera bus shelter.A quotation received for a wall mounted display cabinet to house the Minera map has been received. The meeting agreed that the price was favourable and approval will be made at the next meeting.THE issue regarding the exposed and dangerous manhole covers opposite the school has now been resolved. The council has been assured that Enterprise, the local authority contractors, will begin investigative work in January and, subject to their findings and funding being available, will begin work in an attempt to resolve the issue.FOLLOWING discussion at the recent projects meeting when it was agreed to submit a project idea to install a multi-use games area, the Project Idea Form has been duly completed and returned to Northern Marches Cymru. It was reported that no date has been given for the railings to be installed outside the school.THE Tidy Towns Project 2009/10 is in hand and will proceed in due course.THE problem in relation to vans parking in the layby near the Tidy Towns Project in New Brighton now appears to have ceased. A SITE meeting with an officer of Wrexham Council to discuss the issue in relation to the hedge lines on Gegin Lane/A525 is still awaited. THE Welsh Assembly Government (Wales) Measures 2009 to improve Local Authorities – Consultation on Strategy Guidance was discussed. It is a 10 to 15 year plan for community and town councils to become involved in partnership with Local Service Boards. After discussion the meeting agreed to raise the matter at the next meeting of the Wrexham Town Council Forum.IN relation to an overgrown tree affecting a private property near the Berwig Quarry, Wrexham Council’s arboricultural officer was consulted  but was unable to help in the matter. He has provided a list of local consultants who may be able to advise of the best course of action.DUE to Wrexham Council highways refusing to extend the 30 mph speed limit on Church Road up to Maesyffynon Road, it was agreed that the lighting committee should meet to review the lights leading up to Berwig Hill in an effort to meet highways regulations. The councillors will report back to the next meeting. A quote received for a bulk light change and maintenance has been received and will also be discussed. THE problem with overgrown branches obscuring the street light on the junction of Gwernygaseg Road and Willow bank Road has been resolved by a volunteer. The council wishes to thank the individual for his community spirit.THE issue in relation to hedge cuttings littering the pavements and highways throughout the communities was submitted for debate at the last meeting of the town and community council forum. The item was rejected and will not be discussed until further debate has taken place with officers of the local authority. FOLLOWING last month’s report relating to the problems with the blocked culvert opposite the school, it was reported that the gate has been raised slightly to allow smaller debris to pass through thus not causing a blockage and causing flooding. A letter has been received from Scottish Power in relation to the sub-station at that location as well as land ownership. A meeting with a housing engineer from Wrexham Council has taken place and further clarification is to be sought.DUE to there being no crime figures for November and nothing to report, the police did not attend the meeting. It was reported by the local member that there had been an incident in Nant Lais which had been passed on to the local police.IN Cllr Kelly’s report many matters were discussed under agenda items. He did however state that following discussion with Donna Dickinson, head of Youth Services, concern was expressed regarding funding from Wrexham Council. He is to seek information on the potential of the Key Fund, as grants have been given to other communities in the area for youth services. This matter will be discussed further at the next projects meeting. He also informed the meeting that Juliet McKenzie, youth zone leader, is co-ordinating a meeting with interested parties to discuss the youth clubs in the area, which will include the police, local member and community council representatives. She is to be invited to a future council meeting.A QUOTE to provide an oak finger post with an inscription”St Mary’s Church” near the bus shelter was accepted.IN conjunction with Wrexham Council and Age Concern, a request for help and possible venues in Minera to provide a lunch club has been received. After discussion the meeting decided to invite Christine Brownridge, development officer with Age Concern, to the next projects meeting.AN invitation has been received to attend the official opening of the Minera playground as an Owain Glyndwr site which ensures the park will remain a play and leisure area and be protected from future development. TRAFFIC control will be in place starting in January while repair work is done to St Mary’s church wall. l A CODE of Conduct Consultation document has been received from the Public Services Ombudsman for Wales and is being scrutinised by a member of Minera Community Council.AS part of their obligation under their insurance requirements, all properties in close proximity to Gors and Berwig quarries have been sent information in relation to possible dangers.A LETTER from Keith Garvey of Wrexham Council’s transport and asset management in relation to changes to the bus route from Gwynfryn to Wrexham, was discussed. A change to the hail and ride system that has been in operation for many years is not considered acceptable as well as the proposal from the current operator to travel along Cae Adar Lane omitting the Minera part of The Old Road. A proposal was made not to agree to either suggestion and a meeting with all parties concerned is to be sought.
