Pollution fears over Chirk factory development

POLLUTION concerns have been raised after a  factory submitted a development proposal.

But a report to members of Wrexham Council’s planning committee recommends permission should be granted when they consider the application for the Kronospan factory in Chirk on Monday.

The bid is for an extension measuring 2.35 metres in diameter by seven metres high to the existing 15 metre abatement stack.

As part of the consultation process, Chirk Town Council has highlighted environmental concerns.

The town council’s views are outlined in a report from head of community wellbeing and development Lawrence Isted.

The report states: “Community council – great concern regarding the unsatisfactory emissions from the abatement plant with blue smoke being emitted continuously into the atmosphere and it is apparent that the abatement plant is not able to cope with the blue smoke.

“The community council recommends before granting permission for the stack extension, the abatement plant is made to deal with all the emissions from the board presses and press halls so the blue smoke is eliminated from the plume being discharged at atmosphere.”

But Mr Isted recommends to members of the planning committee permission should be granted.

In his report Mr Isted writes: “Concerns have been expressed by the local member, adjoining local member, the community council and two nearby residents that emissions will be to the detriment of the nearby locality and concerns a plume is clearly visible around the existing stack and grounding.

“The stack which replaced the three individual stacks has improved the quality of the emissions by two thirds of the previous levels.

“While I am aware a plume has been visible recently, the increase in height of the stack will project emissions higher and faster. This would ensure a plume would be visible only on very rare occasions.

“Additional technical information has been provided by the manufacturer to satisfy public protection that the design and increased height of the stack will ensure adequate cleansing of the exhaust air.

“The extension to the stack will incorporate an additional wash system and a lip to allow additional condensation of pollutants. Emissions will need to comply with the requirements of the environmental permit for the site.”
