GP practice bosses bid to close surgery

A MEDICAL practice due to move to new premises has applied to close one of its “tired” surgeries.

But the health board said it must talk to patients before the closure can be considered.

Roseneath Medical Practice, in Buckley, is due to move to new premises in 2015 as part of the new Buckley Health Centre development but management at the practice said the facilities at its branch surgery in Mynydd Isa are unfit for purpose.

Practice manager Mike Wallace told the Leader that leaks in the roof and failing lights and electricity supplies are making treating patients at the Mercia Square clinic in Mynydd Isa more difficult than it should be.

He has written to Betsi Cadwaladr University Health Board (BCUHB) to formally request the surgery on Mercia Drive is closed and also highlighted a lack of necessary amenities at the site impacting on the level of care available to patients.

BCUHB confirmed it had received the application to close the branch, but has advised the request will not be considered until the “appropriate level of engagement” has been undertaken.

Mr Wallace said: “There are all sorts of problems relating to the building.
“We get the roof and toilets leaking, the lights failing and electricity supplies going on and off – a catalogue of things.
In a letter to patients, Mr Wallace listed a range of concerns surrounding the Roseneath centre, including a lack of wheelchair access and IT support.
“The practice wishes to ensure that all patients are given the best possible service,” he said.
“In order to do this as effectively as possible the practice wishes to move away from old out of date premises that are not fit for purpose.

“The reason for the proposal is that there are long-standing problems associated with the operation of the branch surgery.
“The branch surgery is not equipped to the same level as the main surgery. There is no on-site IT support so problems take longer to resolve.
“Processes are more complicated with more risk of errors and the premises do not provide ease of access for wheelchair users.”

Mr Wallace also cited a lack of baby changing facilities at the Mynydd Isa branch.
The forthcoming move to the new £6.8million health centre currently under construction on Buckley's Liverpool Road will eradicate all the current issues.

He confirmed the new centre will allow doctors to have full access to patient records, better equipment and stock management, more effective use of clinicians’ time and a full range of services.
The new centre is set to open next year.

A  BCUHB spokesman said:  “I can confirm the practice has submitted an initial application to close the branch facility.
“The practice has been advised, however, that there is a formal process to be followed, and before the health board can consider the application, the practice must engage with its patients.

“The practice has been advised to discuss the matter with the North Wales Community Health Council (CHC) to get advice on the appropriate level of engagement for the proposed change. Once the engagement exercise has been undertaken, the health board will consider the application, taking into account the outcome of the engagement process, the views of the CHC and the evidence provided by the practice to support the application.“
